During a House hearing on the exclusion of farmworkers, domestic workers, and tipped workers from the 1938 Fair Labor Standards Act, Rep. Burgess Owens (R-UT) said he agreed that the FDR-created law was racist in its construction, and also that continued Democratic support of Davis-Bacon Act is «racist» as well.
