New York City Mayor Bill de Blasio (D) on Thursday said America’s largest city will drop restrictions on restaurants, retail, stadiums and other businesses by July 1—though Gov. Andrew Cuomo—who is more powerful than de Blasio when it comes to levying restrictions—could throw a wrench in the city’s plans and some parts of the city’s economy will be left out of de Blasio’s pledge.
