Sens. John Kennedy (R-LA) and Dick Durbin (D-IL) speak before a vote on Kennedy’s amendment, which would block payment of IMF «special drawing rights,» which act as vouchers, to countries such as China, Syria and Iran. The Amendment failed by a vote of 51-49 in favor, as it required 60 votes.
