Texas Governor Greg Abbott signs laws reforming ERCOT — the Electric Reliability Council of Texas — in the wake of a deadly winter storm in the state that shut down power in much of the state. The bill also mandates weatherizing equipment, as most power generation, including oil and natural gas, was frozen over due to a lack of preparedness on the part of electricity providers.
